Установите языковый пакет отсюда, для ООо-3.4b. Кстати, темы оформления не переключаются, а Oxygen и Crystal почили в бозе.

1. Для того, чтобы увидеть тему оформления, достаточно её копию переименовать в images.zip, не забыв при этом сохранить "родной" файл как images_galaxy.zip.
2. OOo-340m1_ENU-RU_shady можно взять здесь. Требует, чтобы в ОС были установлены JavaRE, MS-vcredist_2008.
